While addressing a meeting of officers of the Education Department, he said that the new technique of marking attendance was being introduced to curb the tendency of teachers coming late to schools. After the installation of this machine, all the teachers in the school would have to press a button of this machine with their thumb to mark their attendance. These machines would be installed in the office of school principal also.

Giving details of the scheme of computer education introduced by the State Government, Kumar said that 20 screens had been made available in each school of the State under the scheme.

Generators had also been made available in all the schools so that education work might not be hampered due to non availability of power. The teachers could make one or two students sit at each screen as per the convenience of the students. Additional screens would also be made available in the schools which have more students.

He also urged the principals to learn how to operate computer, as unless one has full knowledge of the topic, one cannot teach the students properly. He also asked them to get knowledge of typing while learning computer.

Kumar said that internal changes are needed in the education system to provide quality education to the students and to achieve this objective, new teaching techniques are being evolved by the Education Department. Reading material for the students of each class had been made available at the website of the department.

Chief Minister Nitish Kumar launched the ‘Samjho Sikho’ campaign, which will cover nearly 71,000elementary schools across Bihar. “After achieving success in enrollment in schools, now our target is to improve quality of education in the schools,” Nitish Kumar said after launching the scheme at a function attended by students and teachers here.

He said the state government has outlined 20 parameters that will be followed by all schools. “I have also written a letter addressing teachers that will be read out to students,” he added. The chief minister’s letter, that suggests ways to improve quality of education, has been circulated to all elementary schools. He said that in the last five and a half years, the state government has worked hard to ensure that children are enrolled in schools.

“The government’s measures have succeeded to a large extent as only 2.5 percent children are now out of school. When I came to power in November 2005, 12 percent children were out of schools,” Nitish Kumar said. He said that regular assemblies should be organised in all schools, and the last period should be fixed for sports and cultural activities.

About 38 campaign vehicles, that will travel across the state, were also flagged off on the occasion. “It is a part of the campaign to create awareness among people,” said Anjani Kumar Singh, principal secretary of the state’s Human Resource Department. The ‘Samjho Sikho’ campaign is a joint effort of the Bihar Education Project Council and Unicef. The state government is spending Rs.50 crore on the project.

Nitish Kumar has repeatedly said that he is committed to improving the standard of education in the state. According to Census 2011, Bihar has a literacy rate of 63.8 percent, against the national average of 74 percent.

Haryana Chief Minister Bhupinder Singh Hooda while writing to Kapil Sbal has informed that mushrooming of these colleges has resulted in commercialisation of teachers’ education in the state, “with serious threat to quality of education in schools as well”.

Hooda informed Sibal that the National Council of Teachers’ Education (NCTE) grants recognition to self-financing private BEd colleges. The policy framework of NCTE and the supporting rulings of courts obligate the state universities to grant affiliation to these colleges. The “liberal approach of NCTE” in granting permission, Hooda said, resulted in as many as 471 BEd colleges in the state, with 62,544 seats.

Hooda has asked the education minister to give state government a say in the granting recognition to new colleges.Haryana Principal Secretary Higher Education S S Prasad has also written to the secretary, Department of Secondary Education and Literacy. Despite repeated counsellings and calls, 1,506 seats remained vacant last year, and 1,263 selected candidates did not join. Prasad informed the Union Secretary that the state government receives a large number of complaints about malpractices in these colleges.

“Degradation of quality of education in these institutes will also pose a threat to quality of education in schools,” he stated. A college principal in Mahendragarh, who was part of the inspection team, revealed that a number of these colleges have offices in UP, Bihar, Tamil Nadu, Rajasthan and various other states, with their agents spread out to get more and more admissions. “These colleges give the assurance to students that they do not have to come for classes, and can only come to give the exams, which again may be easily manipulated. They have no regular faculty and no standard infrastructure for classroom teaching either,” said the principal.

Principal secretary, education, Hasmukh Adhia said, “Any teacher who is not qualified will not be allowed to take classes. If we receive complaints, we will even cancel the recognition granted to such schools.” Schools have also been directed not to pressurise students to buy books or uniforms of a particular brand or agency. They have been banned from taking any kind of donation or capitation fees. “We have noticed that the self financed schools have been charging hefty fees, which we will regulate from now on. Schools will be permitted to increase the fees, but it has to be in accordance with the school’s expenditure,” said Adhia.

The department has also set up a grievance redressal cell. Anybody can lodge a complaint against a school with the district education officer. The DEO will take a decision after hearing both parties and inform the Gujarat secondary and higher secondary education board. The board will then decide whether to impose a fine or de-recognise the school, said Adhia.

“School subjects have evolved through their own complicated histories. However, educationists the world over believe that learning in the first five years of schooling should be integrated, without subject-specific compartmentalization. Teaching children to study concepts at even younger ages in an attempt to prepare them to compete in the world is counterproductive,” said a note from the HRD ministry.

Education ministers have been asked to shift from a seven year (4+3) to an eight year (5+3) elementary education cycle by the next academic year. “It is important to provide age-relevant curricula and learning systems to our children,” said education ministry officials.

Several states keep the entry age for admission into Class I at 5 years rather than at 6 years. Children in these states face the double burden of heavy curriculum due to early entry into the schooling system, and introduction of upper primary subjects at class V itself.

The ministry feels that the faulty curriculum structure affects the quality of learning, and, often leads to a high failure rate adding to the number of drop-outs.

Most teachers felt the government was dumbing down education in the guise of easing pressure. “We introduce social studies at Class III. The current system is running smoothly. Children need to have their bearings in place, they need to know the north and the south and the local history,” said a principal of a private Mumbai school, on conditions of anonymity. For state governments, an additional class in the elementary cycle will mean expanding their overall infrastructure.

“Close to 90% of the madhyamik schools are in the private sector. Bringing class VIII to the elementary system will mean not just adding classroom, but recruiting teachers and providing mid-day meals,” said V Radha, Maharashtra’s acting school education secretary.
