The Indian Institutes of Technologycould be thinking of conducting an online joint entrance examination (JEE), on the lines of the Indian Institutes of Management. While the common admission test (CAT) for entry into IIMs went online three years ago, the IITs are yet to take the big step.

The IIT-Delhi, which is organizing IIT-JEE 2012, has invited all IIT directors for a workshop on Friday, where an online model will be demonstrated. The JEE office is hosting the workshop. Sources from IIT-Delhi have confirmed that Education Testing Services (ETS), which conducts the GRE and several other popular global online examinations, will make a presentation at the workshop.

Most officials on record denied plans to go online with JEE. A senior official from one of the IITs claimed that the workshop was scheduled to discuss the possibilities of an online examination for JEE. “We might just discuss the feasibility. No decision has been taken,” said the official.

A senior IIT-B professor said, “An online exam may or may not work for JEE. While CAT faced teething problems initially, it is stabilized now. For an exam, where you need to calculate a lot, pen and paper seems to be a better option. But students these days are well versed with technology and in future, everything might be computerized.”

Currently, only two directors have responded to the invitation, claimed an official from IIT-Delhi. “Experts from ETS will make a presentation and showcase their testing systems. It is a successful testing pattern in the US. But there will not be any overnight decision on JEE going online,” said the official.

An all party meeting on 11 September 2011 resolved to conduct a fresh Joint Entrance Examination (JEE) for Scheduled Caste (SC) and Scheduled Tribe (ST) candidates for admission to the vacant seats of theAgartala Govt Medical College (AGMC), official sources said on Sunday.

Two seats for SCs and 27 seats for STs remained vacant as the candidates could not secure 40 per cent marks in the Joint Entrance test, the minimum requirement for admission to any medical college as per the guideline laid down by Medical council of India (MCI), the sources said today.

Tripura Higher Education Minister Anil Sarkar said to resolve the standoff over admission in reserved seats in AGMC, a fresh Joint Entrance Examination (JEE) on PCB group will now be conducted by September 24.

Sarkar said ST/SC students who had secured 40 percent marks in this year’s Higher Secondary (+2) examinations would be allowed to appear in the fresh JEE.

“The all-party meeting, which met today following request from the council of ministers, was in favour of holding fresh JEE on PCB group for ST/SC students”, he said.

Earlier, the all-party meeting decided to review the results of this year’s Joint Entrance Examinations. But the Council of Ministers had discussed various options yesterday to get over the impasse and referred the matter to the all-party committee.

Sarkar said that the last decision of all-party committee would be conveyed to the Medical Council of India (MCI) very shortly.

The government was in favour of completing the admission process by September 30, a day before the last scheduled time for admission to MBBS course.

Girls are being encouraged to appear in IIT’s prestigious joint entrance examination (JEE). IIT-JEE girl candidates wouldn’t have to pay any application fee from next year. However, the application fee for boys would be raised from Rs 1,000 to Rs 1,800.

From 2012, applicants would also be allowed to carry a copy of optic response sheet on which answers are inscribed immediately after the examination. Also, answers can be circled by pen, instead of pencil as is being done now. These decisions were taken on Friday by the IIT joint admission board (JAB). Next year’s JEE would be conducted by IIT-Delhi. IITs had initiated reforms in small measures from last year. For instance, answers were put out by the JAB before the results came out. However, it was done 35 days after the test. Also, the scanned copies of optic response sheet of candidates were put on JAB website after the result. But errors, worth 30 marks, were also pointed out.

IITs could feel fresh heat on carrying out more reforms as the Supreme Court has set aside theDelhi High Court order that dismissed a PIL by Rajeev Kumar of IIT-Kharagpur. HC had said Kumar does not have the locus standi to demand reforms in JEE. However, last week a SC bench of Justice G S Singhvi said, “The High Court was not justified in non-suiting the appellant on the ground of lack of locus without even adverting to the averments made by him that he was a professor in the Indian Institute of Technology- Kharagpur, that his son and daughter had appeared in the Joint Entrance Examinations conducted in 2006 and 2010 respectively and that he was interested in ensuring that the Joint Entrance Examination is conducted in a transparent and fair manner so that meritorious students may not suffer.” The matter has since gone back to the Delhi HC.

In his PIL, Kumar had demanded that JAB should release model answers along with solutions immediately after the examination. He also wanted an investigation into the irregularities, tampering and fraud in the conduct of JEE and in granting admissions in IITs. Kumar had also prayed for setting up of a committee of independent experts to prescribe a rational system for determination of subject cut-offs and for eliminating other discrepancies and irregularities.

IT aspirants will have to take two entrance tests if a section of IIT administrators across the country have their way and succeed in grabbing the cream of candidates from the CET success list.

Speaking to Deccan Chronicle on Thursday, Prof V. G. Idichandy, deputy director, IIT-M, said the Union government had asked Dr T. Ramasami, secretary, ministry of science and technology, to evolve modalities for conducting a single entrance test for admitting students to all higher education institutions in the country.

But then, some IIT administrators have been demanding that the IITs be allowed to hold a separate joint entrance examination (JEE) “so that we can get the top one lakh students who clear the CET”, Prof Idichandy said.

He said, “About 15 lakh students may take the CET but if a student wants to join IIT, he needs to be one among the top one lakh who clear the test and he may be asked to sit again for JEE as we want to admit only the best students.

IITs are special and we serve as centres of excellence, so we want to conduct our own entrance examination. But ultimately everything rests with the IIT council which governs all IITs”.

He however admitted that the IITians were divided in conducting a separate entrance test for IITs.

Those Who Fail Will Have To Undergo A Full-Time, Semester-Long Bridge Course, Cracking the gruelling Joint Entrance Exam is not enough, it seems. For engineering aspirants who head to the Indian Institute of Technology-Bombay will now have to take a test in English proficiency even before first semester classes begin. But that’s not all. Those who fail to clear the test will have to undergo a fulltime, semester-long bridge course. This, in turn, will push back their dreams of graduating from the tech school by six months.
This is the first time that an IIT will test students’ knowledge of English on the lines of American and European universities. It has been experience that some JEE entrants have such a severe deficiency in English that their academic performance suffers in the first semester. This affects their confidence during their subsequent academic career at the institute, the test would be elementary in nature and students were not required to take additional coaching for it. Students who score less than 20% in the test and have a total JEE score of less than or equal to 150 will have to undergo the bridge course, an intensive preparatory course in English, physics, chemistry and maths. It is only after the end of this six-month course that regular engineering classes will begin for them. So, while one set of students will enter the last leg of their first year, another batch will start its engineering lectures only after the bridge course. Such students will not be allowed to simultaneously register for advanced courses in physics, chemistry or mathematics until they pass the bridge course.

Students expecting a common engineering and medical entrance examination from 2011 will have to take these tests separately. The Ministry of Human Resource Development has decided to allow the Central Board of Secondary Education (CBSE) to hold the All India Engineering Entrance Examination (AIEEE) and the All India Pre-Medical Test (AIPMT) separately next year.

The decision came following the health ministry’s opposition to the plan announced by HRD minister Kapil Sibal. “We still maintain that the test should be common and we are hopeful that we can convince the health ministry by 2012. But because of their opposition, we were running out of time to work on a common test for 2011,” a senior HRD ministry official said.

Keeping in mind the complexity in holding multiple examinations, Sibal had announced his ministry’s decision in June 2010, to hold a single entrance examination for engineering and pre-medical entrance examinations for the students after passing out XIIth standard from 2011.

It was aimed at reducing the students’ workload besides cutting down on the cost of holding these examinations.

The AIEEE is the world’s largest such examination. The National Institutes of Technology and other Central engineering colleges admit students on the basis of their AIEEE scores. Even states fill 50% of their seats in government colleges through AIEEE. Over 12 lakh students appeared for the AIEEE last year.

Similarly, most of the Central medical schools admit students on the basis of their AIPMT scores. States, too, fill 50% of their seats in government medical colleges through AIPMT. It is the largest medical examination in India. Many students appear for both the AIPMT and AIEEE to keep their academic options open.

Sibal’s plan involved allowing such students to appear for just physics and chemistry papers just once, along with maths and biology, instead of appearing for physics and chemistry independently in the AIEEE and the AIPMT. However, the health ministry has opposed the plan and even opposed the move in the Supreme Court.

The joint entrance examination (JEE) results showed a slight increase in success rate across India. Now, the merit lists recently released by the Indian Institutes of Technology (IITs) have revealed that the entry bar across categories (both open and reserved), too, has gone up marginally.

The qualifying score in the open category has climbed from 178 in 2009 to 190 in (this year) 2010. It implies that the last candidate on the open merit list has scored 190 out of a total of 480. For the other backward categories (OBCs), the merit list cut-off stands at 171 — a 10-mark climb from last year’s 161.

The cut-offs for reserved category candidates (scheduled castes, scheduled tribes and candidates with physical disabilities) have gone up by a nominal 2%. The qualifying mark for SC/ST/PD candidates had been 18% (89/480) last year. This time, it is nearly 20% (95/480).

The IITs give the SC/ST/PD candidates a 50% relaxation on the score of the last-ranking general category candidate. Those who still fail to qualify are given a further 50% relaxation, and sent to the preparatory course. This year, the number of SC candidates qualifying has exceeded the number of available seats. But for STs/PDs, the cut-offs have been lowered by another 50% (48/480) for the preparatory course.

Although subject wise cut-offs continue to remain low, though they have improved a bit from those of 2009. For SC/ST/PD candidates, cut-offs have gone up from six (Chemistry and Mathematics) and four (Physics) in 2009 to 10 (Physics and Chemistry) and nine (Mathematics). The IITs have often been criticised for their low subject cut-offs.
