The Bachelor of Elementary Education (B.El.Ed.) programme is a four-year integrated professional degree programme of Elementary Teacher Education offered after the senior secondary (class XII) stage of school. This is a bilingual programme, conceptualized by the Maulana Azad Centre for Elementary and Social Education (MACESE) of the Department of Education, University of Delhi. Launched in the academic year 1994-95, the programme is an attempt towards fulfilling the need for professionally qualified elementary school teachers.

B.El.Ed. is designed to integrate the study of subject knowledge, human development, pedagogical knowledge and communication skills. Both professional and academic options are available to the students who graduate with a B.El.Ed. Degree.

The introduction of the B.El.Ed. programme in undergraduate colleges of the University of Delhi marks a move towards creation of a cadre of Elementary Education professionals – a long awaited promise, beginning with the conception of the Central Institute of Education in 1947.

Through the B.El.Ed. programme, concerns of elementary education have been integrated into the University system with Delhi University taking the lead. It has also upgraded the professional status of the elementary school teacher by providing for a University degree for elementary education. At present, the programme is being offered in eight women colleges of the University of Delhi.

The B.El.Ed. programme aims to produce graduates of high calibre in the field of teacher education. A lot of effort is spent in the training of students and giving them a supportive and stimulating environment. The programme is at present being offered by select under-graduate colleges of the University of Delhi. Over 3000 students have already graduated from these colleges since 1998. A good number of them have been placed in government and private schools as professionally qualified elementary school teachers. Others are pursuing post-graduate studies and research in disciplines like education, linguistics, psychology, languages, history, social work, sociology, mathematics and political science. Many B.El.Ed. graduates are pursuing research in educational studies in Central Universities. Some of them are working as teacher educators. Given below are some of the professional and academic options available for the B.El.Ed. graduates:

Teaching in elementary schools (Classes I to VIII): B.El.Ed. graduates are eligible for appointment in MCD/NDMC/Sarvodaya Vidyalayas in Delhi, Kendriya Vidyalayas and Navodaya Vidyalayas all across India and Private Schools.

Leading the elementary school systems in various capacities.

Teaching and research in elementary education in the government and non-government sectors.

Post-graduate and research studies in education and related disciplines.

Serving as teacher-educators in various State Institutes and University Departments/Colleges offering training in elementary/ secondary education.

B.El.Ed. Entrance Examination will have two sections. Section I will have multiple choice questions on Bilingual comprehension (i), Mathematical thinking and reasoning (ii), Subject knowledge (of level up to 10th class) in Science and Social Sciences (iii). Questions will test you for your thinking and understanding in different domains. In section II you will be expected to write paragraph/s on the given topic.

Below are some of the sample questions from section I. These are only some sample questions of the previous years, but the pattern may change each year.

Sample questions from Section I (i) – Bilingual Comprehension

Read the following passage carefully and answer the questions given below :

“It is well to remember that man in many ways has not made very great progress from other animals. It may be that in certain ways some animals are superior to him. Still, we look down upon the insects as almost the lowest of living things; and yet the tiny bees have learnt the art of co-operation and sacrifice for the good of the society and the test of civilization we may say that the bees and ants are in this respect superior to man. In one of our old Sanskrit books, there is a verse, which can be translated as follows : “For the family, sacrifice the individual, for the community, the family, for the country, the community and for the soul, the whole world. What the soul is, few of us can know or tell and each one of us can interpret in a different way. But the lesson this Sanskrit verse teaches us is the same lesson of cooperation and sacrifice for the larger good.

In which respect are some animals superior to man?

(A) Physical strength

(B) Having no cares in their lives

(C) Having stronger instinct for cooperation and sacrifice

(D) Not exploiting one another

Why should we not look down upon the insects as almost the lowest of the living beings ?

(A) Because they are of immense use to mankind

(B) Because they can cause harm to us out of all proportion to their size

(C) Because they have a sense of cooperation and sacrifice

(D) Because small size does not necessarily make anything low

What lesson does the Sanskrit verse in question teach us ?

(A) To behave well with one another

(B) To help each other in difficulties

(C) To inculcate the spirit of cooperation and self sacrifice for the larger good of the society

(D) To work constantly

• What does the expression ‘larger good’ mean ?

(A) Great good of one self

(b) A lot of good

(C) Very excellent

(D) Good of the society

• Why do we say that man is not yet civilized ?

(A) Because there are disparities between the rich and the poor

(B) Because most of us are illiterate

(C) Because we ill-behave with one another

The Bachelor of Elementary Education (B.El.Ed.) programme* is a four-year integrated professional degree programme of Elementary Teacher Education offered after the senior secondary (class XII) stage of school. This programme is a bilingual programme. Conceptualized by the Maulana Azad Centre for Elementary and Social Education (MACESE) of the Department of Education, University of Delhi. Launched in the academic year 1994-95, the programme is an attempt towards fulfilling the need for professionally qualified elementary school teachers. B.El.Ed. is designed to integrate the study of subject knowledge, human development, pedagogical knowledge and communication skills. Both professional and academic options are available to the students who graduate with a B.El.Ed. degree.

The introduction of the B.El.Ed. programme in undergraduate colleges of the University of Delhi marks a move towards the creation of a cadre of Elementary Education professionals – a long awaited promise, beginning with the conception of the Central Institute of Education in 1947.

ASPIRING TEACHERS NOW HAVE TO CLEAR AN ENTRANCE TEST BEFORE THEY BECOME ELIGIBLE TO TEACH OTHERS.SOME SEE IT AS A MOVE TO IMPROVE TEACHING STANDARDS,WHILE OTHERS FEEL IT WILL PUSH PROSPECTIVE TEACHERS OUT OF THE SYSTEM

FROM 2011, aspiring teachers will have to clear the State Teaching Eligibility Test (STET) for recruitment in schools that come under the RTE Act. The National Council for Teacher Education (NCTE), the authority for teacher education under the RTE, will notify the compulsory STET decision, soon after it is examined by the HRD ministry.

The objective is two-fold, says Mohammad Akhtar Siddiqui, chairperson, NCTE, elaborating: “This will help in getting not only quality teachers but will also motivate the teacher training institutes to produce quality students who can clear STET.” He further states that “NCTE will lay down detailed guidelines for states to follow. The design and structure of the test would be the same across the country, but the content and language would be regional.”

So will teacher training institutes like District Institutes of Education and Training (DIETs) now have a greater responsibility to churn out graduates who can clear STET? To this, Rashmi Krishnan, director, SCERT, says: “DIETs as such follows a prescribed curriculum. And if the system needs to be revamped, the curriculum too would need to be revised.” Anything that will benefit the system in the long run is a welcome move, she added.

In fact, the test should be made compulsory even for the in-service teachers, feels R P Malik, chairman, Federation of Public Schools. He adds: “To improve the quality of teachers in schools, this test should be made mandatory for even existing teachers to evaluate themselves. And if a teacher fails to clear the test, he or she should be given a chance to re-appear for the test and shouldn’t be given any increment unless they clear the test. This will help in improving the quality of even the in-service teachers further improving the overall education system.”

QUALITY IN THE SYSTEM

This move will help to get quality into the system, feels Deepak Dahiya, PGT, Delhi Government School and a CBSE examiner. He says: “This will particularly help in improving the quality of teachers in government schools and raise the overall standard of education in the country.”

The BEd, which was earlier a oneyear course, will now be made a twoyear course. Besides, the diploma in education will be completely phased out, informed Siddiqui. He elaborates: “Many students right after school pursue a diploma in education and further when they are absorbed by schools, they fail to meet the expectations of schools.

Thus, preference should be given to graduates who are better qualified. In a way, we want to upgrade the qualification of school teachers leading to quality education.”

But in a country where there is a shortage of 11 lakh teachers, won’t the new system be a disadvantage, questions R C Jain, president, Delhi State Public schools Management Association.

He argues: “This is like a screening process and would be useful in getting quality teachers in schools. But we are ignoring the fact that if we are bringing in 88 lakh quality teachers, we are pushing some 1.5 crore teachers out of the system, so is it justified?”

He further adds: “Traditionally, teaching jobs were in demand because of flexible working hours, but now, it has been increased to 45 per week. Secondly, there is no job security and lastly, pay packages are not commensurate with those offered in corporate jobs, hence, the profession isn’t attracting many youngsters these days. In such a situation, efforts should have been made to upgrade the quality of existing teachers and bring in more, instead of creating a system of screening teachers.”

NCTE also decided that those with BEd and diploma in special education from the Rehabilitation Council of India would be given jobs in regular schools after a six-month orientation course in elementary education to increase the number of teachers.

At present, only Haryana, Madhya Pradesh and Chhattisgarh conduct entrance exams for schoolteacher’s job.
