The test is meant for shortlisting candidates for the civil services (main) examination, being conducted every year to recruit officers in IAS, IFS, IPS and other elite central services.

The Centre had in March approved the proposal for introduction of CSAT in place of civil services (preliminary) from next year, and subsequently asked the Union Public Service Commission (UPSC) to work out its syllabus.

“The government will shortly notify the new scheme of examination giving details of the syllabus which is being worked out. CSAT is expected to come into force from the civil services examination, 2011”, said minister of state for personnel Prithviraj Chavan.

In written response to a parliamentary question in Rajya Sabha on Thursday, Chavan said: “In CSAT, one of the optional subjects which a candidate could have chosen out of 23 optional has been replaced with a common paper on aptitude test”.

Referring to the syllabus, which is yet to be finalized, sources in the ministry explained that the candidates may now have to appear in two objective type papers, having special emphasis on testing their “aptitude for civil services” as well as on “ethical and moral dimension of decision making”.

Both these papers — having equal weightage — will be common to all candidates in place of one common paper (general awareness) and one optional paper (any particular subject of choice) under the existing system, which lays greater emphasis on subject knowledge.

As of now, the change will be effective only for the first of the three stages of the CSE from 2011 onwards. The second and third stages — civil services (main) examination and Interview, respectively — will remain the same till a panel of experts goes into various aspects of the entire system and submits its report.

The proposal to this effect was sent to PMO last year by UPSC.

Officials familiar with the proposal explained that the changes had been suggested by various committees. Most of the panels had advocated for laying greater emphasis on “aptitude” of candidates than their subjects’ knowledges, arguing that the specialists or experts of any particular subject may not necessarily be good civil servants unless they have actual inclination towards it.

Although the administration is preparing the schedule for six other courses, which follow semester system such as BBE, BBS and BlEd, the focus is on the 13 science courses. The arts and commerce courses would continue to follow the annual mode this year.

Speaking to TOI, vicechancellor of DU, Deepak Pental said, ‘‘The focus is on the science courses as we want to assure the students that the exams would be conducted according to the semester mode. The exam schedule will be provided in a few days so that students get about two months to start preparation.’’

However, DUTA continued their anti-semester struggle and organized a symposium on ‘Semester system at the UG level in DU’ at Arts Faculty.

Common Admission Test (CAT) 2010

The Indian institutes of Management will conduct Common Admission Test (CAT) during a 20-day testing window between Wednesday, 27 October 2010 and Wednesday, 24 November 2010. CAT is conducted by IIMs as a pre-requisite for admission to various management programmes of IIMs. These programmes are:

CAT ELIGIBILITY

The candidate must hold a Bachelor’s Degree with at least 50% marks or equivalent CGPA [45% in case of the candidates belonging to Scheduled Caste (SC), Scheduled Tribe (ST) and Differently Abled (DA)categories, awarded by any of the Universities incorporated by an act of the central or state legislature in India or other educational institutions established by an act of Parliament or declared to be deemed as a University under Section 3 of the UGC Act, 1956, or possess an equivalent qualification recognized by the Ministry of HRD, Government of India. The percentage of marks obtained by the candidate in the bachelor’s degree would be calculated based on the practice followed by the university/institution from where the candidate has obtained the degree. In case the candidates awarded grades/CGPA instead of marks, the conversion of grades/CGPA        to percentage of marks would be based on the procedure certified by the university/institution from where they have obtained the bachelor’s degree. In case the university/institution does not have any scheme for converting CGPA into equivalent marks, the equivalence would be established by dividing the multiplying the result with 100. SALE OF CAT 2010 VOUCHERS:

The CAT 2010 Vouchers can be obtained from the selected branches of Axis Bank during the period from Monday, 30 August 2010 to Monday, 27 September 2010 for Rs 1400/- (Rs. 700/- for SC/ST candidates). Please note that a candidate needs to buy only one CAT 2010 Voucher irrespective of the number of institutes he/she is applying to. Note that the Voucher must be bought only in the name of the candidate as it appears in the school leaving certificate. If the name has been changed due to events such as marriage, the candidate must show the relevant document such as a marriage, certificate and submit a photocopy at the time of the test, interview and at the time of joining a programme. SC and ST candidates must show a copy of their SC/ST Certificates at the time of obtaining the CAT 2010 Voucher from the Axis Bank branches.

Voucher once sold cannot be refunded under any circumstances including but not limited to loss of voucher, inability to read voucher number due to mishandling of the voucher by candidate, candidate being ineligible for taking CAT, CAT not being a pre-requisite for a programme, and rejection of candidate registration due to incomplete and / or wrong information. If the voucher is lost, voucher number is not readable due to mishandling of the voucher by candidate, and/or candidate thinks he/she has made mistake(s) in filling-out information during the online registration, then the candidate out information during the online registration, then the candidate can purchase an new voucher and re-register online.
